november 2nd, 2012. from nbc news, this is "today" with matt lauer and savannah guthrie. live from studio 1a in rockefeller plaza. >> good morning, welcome to "today." 7:00 a.m. on the west coast on friday. i am matt lauer. >> i am savannah guthrie. it has been a hard week around here. we are excited to have something to smile about. aerosmith is here. >> i listened to the check. and the visual of them on the concert stage is something to remember. it is a great distraction. but only a distraction from the on-going problems in the wake of the storm sandy. this morning, the death toll from the storm has risen from more than 90 people. there's a lot of talk about the situation on new york staten island. some residents there complaining

they have been largely ignored by emergency officials. we'll get a live report. >> gas is becoming harder to find across the region. when a station does have it, this is what happens. people lined up for blocks and blocks waiting for a chance to fill up their cars, get much needed fuel to power generators. now there's threat of a new storm, that can only add to headaches. you see the lines there. >> and these people, once you wait in some stations, you can only get a few gallons. they won't let you fill the tank up. it is an incredibly difficult situation. let's hear more about the storm system moving in for next week from al roker. al? >> matt, savannah, that's right. the european model that predicted hurricane sandy, it's now got early late tuesday low pressure developing off the carolina coast, making its way up along the coast. this pretty much mirrors what the american model shows. by early wednesday, it comes across the delmarva peninsula, around 10:00 a.m. look at the flow, on shore flow

making its way wednesday on the new jersey coast, across long island into connecticut. this is the scenario we do not need. potential for one to two inches of rain. wind gusts to 45 miles per hour. inland you can see here some wet snow mixing in with the rain. the problem is, of course, with beaches that are compromised, any kind of strong wave action will be disastrous. winds could help slow down the recovery of get being power lines back on, and more rain could add to flooding. we're keeping an eye on it, it is a troubling show of the european model. savannah? >> al, thank you so much. that's the forecast, not what millions of people struggling in the wake of sandy wanted to hear. andrea canning is on staten island where residents are reeling. good morning to you. >> reporter: good morning. the sun is out on staten island. this is a sad and dire

situation. the death toll up to 19, expected to rise. i want to show you the destruction. this boat washed on shore onto a residential street. there are boats strewn all along the street. some reaching the front door steps of people's homes. everyone in this community, they're tired, frustrated, feeling ignored, they're without power, cold, need food. a similar scenario playing out in communities across the region effected by sandy. in sandy's cruel wake, profound loss and increasing anger as the pain she's inflicted continues to grow. >> something has to be done immediately. >> reporter: across a swathe of the ravaged northeast, families try to put the pieces back together. it is not so easy. here in staten island, they're desperate. we have bodies being removed up the block. we are devastated here. >> reporter: thursday, the death

toll rose to 19 when the bodies of two boys, ages two and four, were recovered after being ripped from their mother's arms in the storm surge. residents here still without power or supplies, their fury bubbling. fema has come to help. >> we asked for federal and state coordinators. >> reporter: it is simply too little, too late, the borough president says. >> the people with big salaries should be out there on the frontlines. i am disappointed. >> reporter: in hoe obama care en, the national guard is handing out critical supplies. thousands are still without power. heat, food, cash, medicine. the line outside cvs staggering. but lines are the new normal everywhere. >> i was in this line about an hour. people cutting in line. >> reporter: waiting for gas, to charge phones, or just to get around.

lines are long, and patience is short. >> waiting to get on buses. >> reporter: it is a nightmare in new york city for some. despite limited subway and mass transit service up and running, it is a super slow go, and thousands have to commute by foot. >> walked across the brooklyn bridge. >> reporter: in manhattan, hundreds of thousands still in the dark, some cold and starving. >> people are dumpster diving, and what they're going after here is the food. >> reporter: it may be days before power is back. >> we have over 100,000 power lines on the ground. >> reporter: across new york's long island, power is out, and patience is running out. >> don't have the transportation out of here. >> reporter: in tom's river new jersey, a high school is now a shelter. in connecticut, belongings are strewn about. >> we have to get it cleaned out. >> reporter: in west virginia, the weight from the heavy snow has now collapsed roofs. the storm's raft widespread and strong. >> no heat, no power.

>> reporter: still, officials are encouraging. >> the good news is that there are a lot of people that want to help. >> reporter: but the grim reality, not so easy to swallow, sandy's sting, far and wide, and getting back to normal means a new normal. >> in the cold, in the dark. >> reporter: the recovery for many an uphill battle. >> you need to come here and help us. we need assistance. please! >> reporter: some good news, the staten island ferry will be reopening in a couple hours. top fema officials are expected to come here today as well as department of homeland security, including secretary janet napolitano. matt, they said it is too little, too late, but they need the attention and deserve it. >> andrea canning on staten island. kerry sanders has more on the anger over gas shortages, live over union, new jersey where drivers are waiting for a chance to fill up. good morning. >> reporter: it is a long wait.

let's look right out here off the garden state parkway. look at the sunoco gas station. things are pretty good. you take the camera, see how the line extends, you start scratching your head. people are in lines four to five hours. one story of a gas station of people getting there last night at 5:00 p.m. and sleeping in cars. the line goes endlessly. some stations are limiting the amounts of fuel people can get once they get to the gas pump. think about it. people are low on gas, getting in gas lines, can't shut off the engines because it is cold. getting into the mid to low 30s tonight. folks waiting for gas are burning gas. it has a cascading effect. bottom line, one big headache for those getting fuel. the epa lowered standards on the fuel mixture so more fuel can be brought in. without electricity to pump at every gas station, only some are

open and this is what they have to go through. >> that problem seems to be getting worse, not better. kerry sanders in new jersey. tom costello on the ground alt truck stop. >> reporter: the vince lombardi truck stop. we have quite a bit of cars backed up. that's not the real story though. here is the real story. the police are having to watch this closely and managing traffic here because this line goes all the way up and around the service center, up onto the freeway. i had to walk in a mile and a half this morning because there simply is no way to drive in, and i can tell you if you're trying to get into new york city, the order stands, you have to have at least three people in the car. in a region where people are already tired, hungry and fed up, no electricity, no subways,

no water, this has got them fuming. commuters standing in line for hours to catch a bus. on the roads, mass gridlock, and no gas. >> i hope i don't have to push to the gas station. >> reporter: as many as 80% of the gas stations have no gas or power to pump gas. those with power are running out fast. the lines stretching for miles. >> here in new jersey it seems to be particularly bad. >> reporter: the line at this exxon in cram ford, new jersey snaked blocked through a nearby neighborhood. everywhere, temperatures are starting to flare. >> i was in this line about an hour. people, cutting in line at the other corner. >> this is america. you have to take your turn. >> reporter: in ridgefield where they're only taking gas, they were trying to fill up to make a c-section appointment.

on long island, another bumper-to-bumper line taking up an entire lane of traffic. in brooklyn, they wanted gas for generators. in yonkers, the mayor ordered gas rationing. mary thompson covers the oil and gas business. >> gas lines like these are found all along the new jersey turnpike outside of new york all the way down through philadelphia. >> reporter: one big problem, two of the region's five refineries are off line or starting to limp back to life, and tanker ships unable to get into the damaged harbor to offload fuel. >> the coast guard has been working to open up the harbor here and other harbors along the path of the storm so that fuel can begin to move to terminals. >> reporter: meanwhile, back in ridgefield. >> been to seven gas stations, was right within 20 cars, not looking too good for gas today. >> reporter: not looking too good. it is ports, terminals, electricity, gridlock.

on top of that, the mass transit system that's down. a lot of components here. matt, they say it will take a long time to work through, not going to be done today. back to you. >> tom costello, thanks very much. we move to presidential politics, give you a look at the state of the race today with the election four days away. a snapshot of the national poll shows the race about as close as you can get. this is a contest that will be decided in battleground states. >> wisconsin, marquette university law school poll shows the president with a wide lead there, 51-43%, but a dead heat in florida, according to a cbs news, "the new york times" quinnipiac poll. and in ohio, mitt romney trails the president by about five points. >> how is all of this playing in the battleground this morning. headline in the miami herald, groups brace for show down. some worried about possible recounts, sending lawyers to their states.

>> some other papers, denver post said obama ryan visits last in fight for colorado. strategists say the struggle isn't for undecided, it is to make sure registered voters actually get out and get to the polls. >> and the wisconsin sentinel says obama, romney make change, key issues on the stump. and new jobs report to consider. chuck todd, nbc's political director and chief white house correspondent, has more on all of this. chuck, good morning to you. >> good morning, savannah. you may want to talk about other states, but i think it is coming down to one. polls close in ohio in about 105 hours. between now and 7:30 p.m. eastern time tuesday night when the polls close in ohio, an hour may not go by without one of the two candidates for president or vice president trekking through at least one part of that crucial state. >> i am counting on you to make sure we will win. we can't lose. >> let's go vote! let's get this done!

>> the final chapter of the 2012 campaign has begun and it has come down to ohio which president obama and mitt romney will visit six times in the last four days of the race. today, president obama will spend the entire day in ohio. but a look at the rest of the campaign schedule makes the buck eye state look like an airline hub for air force one, with ohio stops every day through election day. for his part, mitt romney is not only focusing on ohio but hoping to win over wisconsin, and looking to broaden the battleground map, campaigning in pennsylvania sunday, visiting new hampshire twice. the smallest swing state that may be edging in mr. romney's direction. in these frenetic final days, they're sharpening the closing argument to voters. mr. obama arguing for another four years. >> after four years as president, you know me by now. you may not agree with every decision i've made, you may be frustrated at the pace of change, but you know what i believe.

you know where i stand. >> mr. romney calling himself the agent of change. >> this is no time for small measures. this is time for real change. when i am elected president on day one, we'll bring real change to america. >> reporter: as hurricane sandy recovery effort continues, both candidates took time to mention storm victims thursday. >> there are no democrats and republicans during a storm, just fellow americans. >> if you have a few extra dollars, send them along to the american red cross or salvation army, other relief organizations can make a difference in the lives of fellow citizens. >> reporter: mr. romney was interrupted by a protesters. >> that's what brought this monster storm. >> reporter: one of the men at the center of the sandy response, "the new york times" mayor michael bloomberg also said climate change may have been reason for the storm. president obama tweeted vote for a president that will lead on climate change.

>> worth noting, bloomburg had tough words for the president saying the president embraced a pop list divisive agenda. the jobs report released, 171,000 jobs added. 7.9% unemployment rate, slight tick up under 8%. matt, basic spins, romney put out a statement that says hey, this is stagnation. if you want a real recovery, you have to elect him president. president obama and obama administration saying it is proof the economy is recovering, don't change now essentially their message. >> chuck, thank you very much. tom brokaw nbc news special correspondent. good to see you. >> good to be here. >> you have been covering elections a long time. you hear people talk about possible october surprise. could sandy be october surprise? >> we had a series, the president not showing up for the first debate, benghazi, this

surprise, the storm larger than anybody thought it might be two weeks ago, three weeks ago. >> how will it impact the race though? >> i don't know. it is hard to say. i think that the endorsement by mayor bloomberg may not move the needle, for example, in colorado. in ohio and places they're trying to get white men, they can say look, this guy has the endorsement of the mayor of new york city. >> even though it wasn't a warm hug. >> wasn't a warm hug but tough on romney about not being the guy he was when governor of massachusetts. >> want to go back to sandy a second. greatest impact in states like new jersey and new york. these aren't swing states. >> already in the column for the president. >> so do you think it won't have an impact on the overall election? >> well, it is hard to know. i think that i was talking with one of the romney people the other day, they said we think it will go away by thursday. thursday you had the pictures of governor christie and the president of the united states, then the endorsement by mike bloomberg. how that impacts out there, hard

to say. at this point from now to tuesday, it is get out the vote, the ground game. that's what counts. >> talk about the images we're looking at there. this is wednesday, president obama, and chris christie touring the devastated areas. they came together for the right reasons to deal with the crisis. chris christie was the keynote speaker at the republican convention, he is a key ally of mitt romney. did that image hurt the romney campaign? >> well, i'm sure it caused angst back stage. in the obama campaign, they said we have chris christie at our side with extraordinary images, but again, both sides will say we now know where the votes are, we know there are very few undecided. what we have to do is get them to the polls and on time tuesday. >> as they try to get people to the polls tuesday, they make their closing arguments, we know what they are. mitt romney says i am the agent of change, president obama is saying you know me, you know what i'm standing for.

how effective are the arguments? >> at this point i think everybody knows the arguments. i think the country is ready to have the election over, matt, and they've pretty much made up their minds. we'll see. governor romney today is going to have everybody but his third cousin in ohio with him. they're going to have enormous push, designed to get people out at that time. the ground game, everybody acknowledges president obama which is run out of chicago is very sophisticated. they identified their groups, know how to get in touch with them. that's what we have to wait and see. as chuck said earlier, when we get the jobs report today, if it spikes up sharply, that's what worries obama people more than anything else. >> if the unemployment number goes up. >> if it goes up sharply, that's a big problem for them. if it stays about where it is, the country has become accustomed that this is a long slog. if it goes up sharply, who knows. that's what makes presidential politics and tuesday next week for us not only exciting but

it is 7:26. good morning, everybody. i'm jon kelley. a student at a san jose elementary school is now suing the principal, the teacher and school district for negligence and sexual abuse. this lawsuit claims the girl was abused by her teacher at o.b. whaley elementary school two years ago and the principal failed to act on those accusations. this lawsuit coming as the criminal trial against the principal is expected to wrap up sometime today. she is facing charges for faelg the report the abuse allegations against craig chandler. she admits in court yesterday she knew about the parents' concerns with chandler but did not report him because he assured her he wasn't doing anything inappropriate. chandler was later arrested and charged with committing lewd acts on five children. this marks the second time in 20 years prosecutors have charged a

savannah? >> craig melvin at central park, thank you. congressman michael grim represents the borough of staten island and scott stringer is the staten island president. you are right there in staten island, an area so hard hit. reactions to this border from frustration, to bewilderment and rage, and i detect from you you feel some rage about this

decision. >> well, there's no question i'm angry about it, and i'm exoegt sentiments of all the people i'm visiting on a regular basis. like three different groups of people here on staten island, those that are still grieving their loved ones, their friends and their neighbors for lives that we lost. those that don't know where friends, neighbors, family members, are they are displaced. we don't even know their status and there's a good chance death tolls can still rise, and then there are those that are to the new york city marathon. i should mention, congressman, we invited the mayor or a representative from the mayor's office to come on, and they declined but they did give a statement saying our recovery efforts are on going and none will be impacted by the marathon. no resources will be reduced.

sir, do you buy that? >> well, here's the problem with that. you've got to understand. the mayor has one of the most difficult jobs in the world, and i do respect that. however, there are people right now that have absolutely no heat. they are sitting still in the dark in their apartments and they have no food. my office has been getting calls that someone checked on a neighbor and found out they haven't eaten so they are bringing food over there so to say we have enough resources just isn't accurate. it's not true. there are still many people who ha stringer, the borough power. abuse of power, massive

generators are providing electricity to a tent in central park, not in staten island. you initially supported the mayor edecision. have you changed your mind? >> i give mayor bloomberg and governor cuomo respect for their efforts. i believe in this case we have to be very cautious. as congressman grimm stated, staten island is suffering. breezy point, queens is suffering and let me tell you about lower manhattan. i was going yesterday build by building and people are suffering. you know what they ones and th people in manhattan, the financial hub of the world, when you go down there it looks like a wasteland so i give the mayor credit for wanting to do it all but i think in a close call we have to be very cautious.

let me just mention two things. new york has two great traditions, it's the marathon and the other traditi event. is that not a reason to keep it going? >> absolutely not. first of all, this is how i feel as a staten islander. we had looting going on for two days in a row, and the people that were looted and the people that live in these neighborhoods feel if there's going to be any resources to -- for police officers, let's have them here and let's stop looting and things like that before we send them to take care of the marathon. it's apples and oranges, symbolic for us and how we feel. >> happy to have you on on a busy morning. thank you to you both. we want to hear from our

back at 7:42 on rossen reports. everyone trying to repair their homes in the wake of the storm. officials say some contractors are preying on homeowners. national investigative correspondent jeff rossen has more. >> good morning. a lot of you are hurting, trying to put your homes back together. that makes you an easy target. you want a quick fix, you may hire the first company that comes to the door. it makes sense. but it could cost you big later. officials are warning unlicensed contractors, even scammers, could be flooding neighborhoods right now. sandy's power caught on home video. now the massive cleanup is under way. and investigators say unlicensed contractors are coming out of the wood work. >> hi, jeff rossen from nbc news. can we talk to you real quick? why did you tell us you were

licensed and trained to remove trees. >> these guys at work on the homes of vulnerable storm victims. >> it is unconscionable behavior. >> frank van dyke a veteran investigator with suffolk county consumer affairs unit. >> this contractor is operating here. >> scanning for companies breaking the law in some of long island's hardest-hit neighborhoods. >> hey, guys. checking homes for licenses. >> this contractor removing a giant tree from this home. dangerous work that requires a license. but the county has no record of him. >> i am going to issue a violation. you can come in monday. >> the homeowner told us she had no idea. >> did you know they were unlicensed when you hired them? >> no, they told us they were licensed. they should have a license. it is the law. >> without one, there are no requirements. contractors don't get a criminal background check and may not have insurance, which means if

they do a shoddy job, you could be stuck. >> you don't know the level of expertise of the workers. they could damage the house more than you already have. >> taking a tree off somebody's house. >> this contractor admits he doesn't have a home improvement license. didn't know he needed one. >> we do rigging, we do massive rigging with the boom truck. that's what we're licensed and insured to do. >> but turns out there's no license for rigging either. he's actually an elevator repairman. >> you said you were licensed in rigging. your company in stalls elevators. how do you explain that. why did you tell us you were licensed in rigging and trained to remove trees? just blocks away. >> consumer affairs is doing licensing check. >> investigators find another unlicensed contractor. he insists the government database is wrong. >> when he checked, there is no license on file for you or your company. >> okay. i'll bring my paperwork down, we'll see otherwise. >> he said he would show

all right. good morning again to you. good morning, everyone. federal officials will visit new york's staten island today which received a severe blow from hurricane sandy. nbc's andrea canning is there with more on the struggles facing the entire region. good morning, andrea. >> reporter: good moing, natalie. this is just the scene of total devastation. boats actually reached people's doorsteps here, and what makes this really sad is that 19 people are now confirmed dead here on staten island, including a mother whose two young children were washed away with the floodwaters. and to make matters worse, we just got off the phone with a family who is being displaced from the hotel to make way for new york city marathon runners because the marathon is on sunday, and we're hearing this story from other families as well, so that is only adding to the frustration. another area of frustration is gas lines. they are stretching for miles long. people are waiting for hours to get their gas. it is now limited to ten gallons per person, so lots of frustration there. there is some good news here on staten island. top fema officials are coming. also the department of homeland

security. secretary janet napolitano will be making a visit here today. so this is attention that this community really needs right now. natalie? >> all right. andrea canning in staten island, thanks so much, andrea. with only four days until the presidential election new unemployment numbers from the labor department this morning show that the nation's jobless rate rose 0.1% to 7.9% as more people enter the job market. however, employers did step up hiring adding 171,000 people to their payrolls. that report is sure to provide ammunition for both sides in the presidential race. emergency workers believe they have contained a fire and tanker cars that derailed this week in kentucky. hundreds of people remain out of their homes, including the entire town of west point. the rail car contained a volatile chemical used to make the rubber in tires. federal health officials say nine more people have been diagnosed with fungal meningitis linked to tainted steroid injections. at least 377 people have been

along the devastated jersey shore, residents are being allowed back into their neighborhoods, only to find that in so many cases they are now homeless. there's a lot of debate about the decision to proceed with the new york city marathon on sunday. mayor michael bloomberg defends the decision saying the city needs the money and vows the marathon won't divert any resources as the city recovers from the superstorm. this weekend marks the end of daylight saving time for 2012. so before you go to sleep on saturday night, here's your reminder to set your clocks and watches back one hour to standard time. blake shelton, who serves as one of the coaches on nbc's "the voice" was the big winner at last night's country music association awards. he took home entertainer of the year awards and two other trophies. his wife, miranda lambert, was named female vocalist of the year. powerful team. you can help those affected by hurricane sandy. tonight on the networks of nbc universal, matt will host a

too. it happened after 9/11 and after a lot of natural disasters when people rush in to help. natalie, why don't i start with you. just an enduring image for you. >> obviously we're seeing great pictures across the area, here just the national guard getting some fresh muffins. but the power of twitter has really demonstrated how much you can get the word out for people who need help. in my town in hoboken, it's been neighbor helping neighbor all along, people really communicating. some people here in battery park city, heather mcalster said we have brown bag meals to deliver to hoboken. she said how can i deliver. i sent her a tweet and said take them to city hall. she delivered amazing meals. also, a great man on twitter who's been following me, runs a brazilian restaurant here in the city brought 3 h00 meals to hoboken to help them out. people say i have the resources,

what can i do, how can i help. these are the meals delivered yesterday. >> you see rescue workers carrying young kids and people through the water. you know, look at that. you just see that and it's people selflessly giving of themselves to make sure others are okay. >> just to see even from the air when i was in a helicopter seeing a front-loader picking up a couple and their dog and carrying them through the water in hoboken and delivering them to safety. >> willie, you're from jersey. it's hard on everybody to see this, but when it's your home state. >> anybody that spent any time at the jersey shore up and down the coast and saw the images you brought us two mornings ago from the helicopter, you didn't recognize the place. these were the boardwalk you visited, the roller coasters you rode. >> i rode on those rides this past summer with my kids. it's heart-breaking. >> they're gone now. there was an image from new york langone hospital that first night when the generators failed and the nicu nurses were

carrying premature babies by hand. they took them down ten stories and were bringing them out into the driving rain and wind manually ventilating them. it was moments like that that was completely life-affirming. >> and coney island, taking care of the wildlife and the walruses. there's so many people who are going 24/7 throughout all of this trying to help everyone. even one of our stage managers here, tara, has been going up to the animal control and helping walk the dogs. a lot of people forget about those who really need some help. >> folks want to figure out how can i make a difference, what can i do. we have this concert tonight that benefits the american red cross. amazing talent helping out that's going to be hosted by matt at 8:00. we've got bruce springsteen who is new jersey's favorite son along with his other co-favorite son jon bon jovi. billy joel who is like in a sense the face of fishermen in long island is going to be

good morning. on "today's extra yard," an nfl great comforting kids. obviously being sick is not only a scary experience for kids, but can also make them feel different. that's why atlanta falcon tony gonzalez makes sure that kids know they have a buddy. nbc's kristen dahlgren has more. >> reporter: these kids are called shadow buddies, kids with

cancer, kids with inhalers, teaching them about their illness and making them feel less alone and even a big strapping football player like tony gonzalez can get a lot from these dolls and the children he gives them too-to- >> ryan's first throw of the game. a third down conversion to tony gonzalez. >> reporter: a 12-time pro bowler, tony gonzalez has been called one of the best tight ends to ever play the game, but it wasn't always that way. >> i was the worst kid on the team. >> reporter: as a child, he was scared, bullied. >> this guy would come down to my school every single day and wait for me. >> reporter: but he decided to stop living in fear, and things started to click for the young player. he became an all-american, was drafted by the kansas city chiefs, and then again learned life isn't always easy. >> i just cracked under the pressure and i dropped 17 balls that year, led the league in drops? a teammate gave gonzalez a book of vince lombardi quotes, and the tight end realized he'd have to work harder at the game. >> you have to go out there and do more than anybody else, and that's what the great ones do.

help distribute the buddies. to date the tony gonzalez foundation has handed out more than 55,000. many who wear number 88 and look a little familiar. >> you think it looks like me? >> my family is a big falcons fan, aren't we? >> reporter: for kids in the hospital and their parents, it can be a big boost. >> we're happy because it's kind of sad, like i've been here for four or five day. >> this is the most i've seen amani smile the whole time we've been here. >> reporter: it's not always easy. >> you go into a cancer ward and you see kids that aren't going to make it. >> reporter: but for gonzalez there is nothing like it. >> when you do go in there and you bring a smile to one of these kid's faces, way better than scoring a touchdown. >> reporter: he says the kids teach him about being tough. >> and this one is a boy that has falcons. >> had a smile on her face all day. >> as athletes we only have a short window and we want to make
